Self‑assessment guide

The Self-assessment requires different levels of information depending on where you’re at in your decarbonisation journey. The more information you provide, the more clarity we have on the support you might need. This guide provides more information about what is required for a Self‑assessment so that you can prepare.

Requesting support from the Zero Carbon Accelerator is a multi-stage process:

  1. Complete and submit an Expression of Interest 
  2. We’ll review your Expression of Interest and, if you’re eligible, you’ll be invited to complete a Self-assessment form. You can ask for support as you complete this information.

The Zero Carbon Accelerator supports London-based organisations including:

  • local authorities
  • public sector organisations such as health and education providers
  • social housing providers
  • the Greater London Authority group
  • community groups
  • cultural and heritage institutions.

You need to tell us if your organisation is collaborating with any other organisations

  • Whether or not you are seeking support in collaboration with other organisations
  • If so, the names of those organisations
  • How and why you are collaborating
  • If you are the lead partner in this consortium or are co-delivering

You need to tell us about your organisation’s (or collective of organisations’) estate

  • Approximately how many buildings you operate/own
  • Approximate total floor area of the estate
  • Current annual electricity consumption
  • Current annual gas consumption
  • Current annual oil consumption
  • Current annual consumption (other fuels).

You need to tell us about your organisation’s net zero journey so far, including:

  • Whether you have Net Zero Strategy or Routemap, if it’s been certified or approved by an approved body and if it aligns with the Mayor’s Accelerated Green Pathway, the Local Area Energy Plan (LAEP) and the UK Social Value Act requirements
    • You will not be marked down if you don’t have a Net Zero Strategy or Routemap. We support organisations at any stage in their decarbonisation journey so please be honest.
    • If you do have a Net Zero Strategy or Roadmap, you will need to share,
      • whether it has been certified or approved by an approved body
      • a net zero target date
  • If you engaged in any previous GLA Low Carbon Accelerator programmes
  • Details on any previous feasibility studies or technical appraisals completed to support your Net Zero strategy in the last five years
  • How much your organisation has invested in building decarbonisation retrofit activities in the last five years
  • The capital options you are investigating to fund net zero projects
  • Senior level awareness/commitment to engage with the Zero Carbon Accelerator, including names and job titles where possible
  • If there is dedicated resource sufficient to coordinate any future programme development, including names and job titles where possible

You need to tell us about the skills and resources you currently have in your organisation, ranking the Level of expertise and Capability in your organisation:

  • Project management
  • Procurement expertise
  • Funding and finance
  • Technical expertise
  • Monitoring and verification
  • Stakeholder engagement
  • Social value
  • Reducing inequalities.

We want to hear about:

  • What support you think you need
  • Why you’re interested in the Zero Carbon Accelerator
  • If you are planning to provide match funding, and the potential extent of this
  • Any specific timescales/deadlines for support

If you have a specific project that you need support with, we’d like to know:

  • Project title
  • A short project/programme summary
  • Project location (with postcodes)
    • If you have multiple locations, please note your headquarters address, and note “multiple” in the box provided
  • Type of project
  • Types of building(s)
  • Ownership of building(s)
  • Age of building(s)
  • Technology types
  • Estimated annual electricity savings (kWh/yr)
  • Estimated annual gas savings (kWh/yr)
  • Estimated annual other fuel savings (kWh/yr)
  • Level of energy saving confidence in the energy saving estimates
  • How the estimated energy savings have been calculated.

You need to explain how your project/programme reflects the GLA’s objectives through the following Zero Carbon Accelerator principles:

  • Ambition and scalability
    How does this project/programme demonstrate ambition in achieving decarbonisation at the scale outlined in the Mayor’s Accelerated Green Pathway?
  • Collaboration and Innovation
    How does this project/programme use innovative solutions to promote partnerships, collaboration and opportunity creation?
  • Building knowledge and capacity
    How will this project help support your organisation to grow capacity and retain knowledge to develop and deliver future decarbonisation projects or programmes of work?
  • Community, inclusion and integration
    How does this project promote inclusion of local communities and champion a mindset towards social value and the opportunities and outcomes for all?
  • Finance
    Does this project contribute to the development of investment-ready decarbonisation?
  • Confidence
    Describe your level of confidence in technological maturity and robust supply chain to deliver projects.
  • Commitment and authority
    Describe how senior level commitment exists within your organisation to ensure projects are adequately resourced and you have sufficient control over relevant assets to deliver the project.

We ask you some questions about your project/programme’s governance.

For example, if it has:

  • An approved Outline Business Case
  • Completed its Full Business Case
  • An Equality Impact Assessment (EqIA)
  • A completed tender process (if so, we’ll ask details about the process, Lead Contractor or Delivery Vehicle, social value requirements, any consents outstanding for the project/programme).

In terms of funding, we want to know:

  • Project/Programme CAPEX (estimate where not tendered)
  • If capital funding has been acquired and if so, what form it takes
  • Where you’re at with contracting.
