RE:FIT 5 is now open for applications: accelerating decarbonisation across the public sector

The Mayor of London’s flagship framework, RE:FIT 5, is now live following a launch event at City Hall in June.
RE:FIT 5 is a national procurement framework that helps public sector organisations deliver retrofit and decarbonisation projects, using pre-approved experts, clear contracts and proven delivery models. It helps organisations to reduce their energy bills and save money, which can go back in to supporting Londoners through vital public services such as hospitals and schools.
Mete Coban MBE, Deputy Mayor of London for Environment and Energy said: “The buildings where we live, work, learn and receive care have a huge role to play in creating a greener, fairer London.
By improving schools, hospitals, workplaces and other public buildings, we can reduce energy bills, create healthier and more comfortable spaces, and make better use of public money. RE:FIT has already helped organisations across London upgrade their buildings, with savings that can be reinvested into frontline services and local communities.

What support can public sector organisations access through RE:FIT 5?
The Zero Carbon Accelerator provides free expert support to organisations with buildings in London using the RE:FIT 5 framework.
Eligible organisations can benefit from guaranteed energy and carbon savings through Energy Performance Contracts, with flexible funding options including grants and off-balance sheet solutions.
Between July and December 2026, the programme is prioritising requests from public sector organisations with:
- projects that are ready to progress into procurement or are investment ready, and/or could benefit from the RE:FIT 5 framework
- have secured grant funding, such as the Warm Homes: Social Housing Fund, Public Sector Decarbonisation Scheme (PSDS), Great British Energy, or the Green Heat Network Fund.
Organisations who have not yet secured funding for projects can still submit an Expression of Interest for Zero Carbon Accelerator support; these will be looked at on a case-by-case basis. Dalkia Energy Services Limited
Dalkia is a technical and energy services provider. They support organisations to reduce energy consumption and decarbonise their operations through a wide range of technical solutions.
Honeywell Control Systems Limited
Honeywell helps organisations solve complex challenges across automation and the energy transition. They provide actionable solutions and innovations that help make buildings more sustainable.
Vital Energi Utilities Limited
Vital Energi offers a wide range of energy services, systems and solutions as both an asset owner and operator, and on behalf of others. They design flexible, resilient and future‑proof energy schemes.

You can access RE:FIT 5 support through the Zero Carbon Accelerator. Starting your RE:FIT 5 journey is simple:
