Energy Systems Catapult – Building a governance framework for coordinated Local Area Energy Planning
This report shows how coordinated Local Area Energy Planning (LAEP) can make the transition to net zero more efficient by giving local and national organisations a clearer, shared picture of future energy needs. Drawing on interviews, market research and whole system modelling, it demonstrates that better coordination can lower overall system costs and help organisations make more confident, long‑term investment decisions.
It also explains the changes needed in policy, data and collaboration so that LAEPs can guide real‑world delivery and support more joined‑up planning across heat, transport and electricity networks.
