Enable Embed Enact – Maximising the Value of Local Net Zero Planning
This report, funded by Innovate UK as part of the Net Zero Living programme, explains how councils can get more value from their net zero plans by being clearer about what they can deliver themselves and where they need to work with others. It highlights the need for simpler, more consistent use of data, better links between net zero plans and other council responsibilities, and a shift towards planning that can be updated as circumstances change.
The report also stresses the importance of strong leadership, good coordination across teams, reliable funding and suitable delivery models, so that councils can move from high‑level plans to real projects that cut carbon in their local areas.
